Sounds like you don't have enough coolant flowing into your heater core. Check coolant level in radiator and overfolw bottle.

Or, you have your temperature blend door stuck in the cold or partail cold position. Could be a bad blend door motor or heater cntrols head.

I have a 1998 ford windstar 3.8 and it stall's even cut's off what could be causing this promblem?

If it cuts off and always starts back, it may be your map sensor. Have you checked your fuel filter? Could be clogged, bad injector. It may be in the ignitions also.

Heater making noise and not blowing hot air.

You need to replace the temp actuator.

Coolant temp is normal while idling, cools off when fans cut in

i would check to see if the stat is working right, do you have rear heat on this vech? . if you do you may have a air pocket, the windstars have a metal tube coning from the water pump that gose to the heater core lines for the rear heat and they like to fail. they get a pin hole leak that hard to find, the water pump also likes to fail also, not moving a enough fluid under load the ends of the inmpler wear down

1998 Ford Windstar AC compressor

They get more than warm, but not excessively hot that you can't touch it. This can be caused by a faulty condenser fan motor, dirty condenser coil even low freon, which is my guess along with a dirty condenser. Check these two issues and if it's not the problem your compressor may be getting ready to die. because of internal issues with the motor windings. Make sure the fan is running to speed, clean the condenser and see if the larger copper pipe to the compressor is ice cold and sweaty, if not you may need freon
