I havea '99 Dodge Caravan, 3.0L. I came across my favorite autoshop's surplus section, where they were selling halogen bulbs at a fraction of the cost. Unforunatley, theyhad no book of description to let me know if the bulbs they were saelling would fit my van, as whatever comes in the surplus, that what they sell. How can I find out if the bulbs will fit my van or not
Just walk into your non surplus auto parts retailer, go to the bulb section, lookup your car adn write down the bulb numbers, they are pretty standard. you could also look it up at a big box store like walmart.

your owner manual in the glovecompartment will show you how to replace headlamp bulb,the auto parts stores sales person will help you, i have seen them help people remove replace car batteries,and wiper blades,they will help you replace headlight if you buy headlight bulb at their store,if you do it your self.be sure to wear clean gloves on your hands. your fingers and hands is not suppose to touch the headlight bulbs because halogen bulbs will blow out if oils on your fingers and hands touch the halogen bulb.
I'm not entirely sure of what you mean as the casing...However: the headlight is a one piece unit (front clear cover, and back/mount). The bulbs are usually sold separately if purchased new. A used parts yard usually sells the headlight assembly as one piece, bulbs included. It can simply be bolted back in and the bulbs plugged back in.
Unscrew the three screws that secure the headlight assembly to
your Dodge Caravan. Put the screws in your pocket or another safe
place, so you won't lose them before reinstalling the headlight
the headlight assembly away from the front of the vehicle. Turn the
bulb retaining ring counterclockwise to unlock the electrical
connector. Remove the electrical connector from the bulb assembly by
pulling it straight out.
the old bulb with a new halogen headlight bulb. Connect the
electrical connector and turn the bulb retaining ring clockwise to lock
the bulb into place.
the headlight assembly and secure the screws tightly before closing the
hood. Turn on your Dodge Caravan, flip on the headlights and verify

what is the light it requires. The manual sais low beam light bulb, halogen. The mechanic sais needs a Xenon light. I wish to buy the required and replace it myself. It shouldn't too hard to do, right?
There's really no way to change a lens cover on a headlamp or tail light on that vehicle. You'll have to change the whole light/housing. For the tail light, open the hatch and remove the two screws. Depending on weather you buy new or used, you may have to replace the board on the back. For the headlight, open the hood. There are two 10mm bolts on the top and two that come straight in from the back. On the driver's side it might be easier to take out the battery. Be careful though, these bolts have a tendency to break easily. Unplug the bulbs. If you remove the bulbs, be careful not to touch the glass on the headlights as these are usually halogen bulbs. The oil on your fingers will create a "hot spot" causing the bulbs to fail soon.
Turn round piece that covers connector to bulb,1/4 turn counter clockwise, and pull it back over connector, then wiggle bulb out. Change bulb,(don't touch the glass part) snap connector back on & slide retainer back over and turn clockwise to lock it back in.
