I have a 2000 buick lesabre and the heat to the inside of the car is not working

No, a bad water pump can not cause that. A bad water pump will leak coolant before it fails, and when it fails it will cause the engine to overheat. You will be spewing coolant out of your radiator cap, just noticing your heater isn't working.
Most likely either your heater core, hoses, or valve isn't working. The core or hoses could have become plugged with deposits and the valve may be stuck in one position. You can try using some radiator flush, it should be about $10 from the auto parts store, then change your coolant after that. When you move the switch from heat to cold, can you hear any ducts moving? If the radiator flush does not work I would have the heater core and valve checked to make sure hot coolant is being directed through the core when you turn on your heater.
