I suspect that there is a problem with the combination switch in a 2009 Corolla. How do I remove the steering wheel to check and replace the switch?
Take the horn pad off (usually 3 phillips head screws behind it) undo big bolt inside most of the way but not all of the way, then whack around the wheel with the palm of your hands til its loose, then take the rest of the bolt off, wheel comes off. the combo switch usually just unscrews from there.

Hello. A vibration in the steerign wheel indicates an issue with the front tires. They are either out of balance, and would need to be rebalanced, or it is possible (although remotely) that the tire(s) may be compromised (after hitting a pothole), the belts in the tire may be corrupted. What I would suggest is to take the car to a reputable tire place, and get the balance checked. While the tire is on the balancer, the Tech will be able to see if the tire is out-of-round due to possible road damage. Probably just a tire balance problem. The wires should be visible after removing the centre part of the steering wheel, unless it has an air bag? a flat screw driver will pop off the toyota badge the wires are in there.
Its unlikely it will be the problem though. the wiring is the most common fault of horn failure. is the horn a meatl one screwed to the body of the car?
If so then you need to make sure that the horn is in good contact with the car, the car is the earth wire to the horn, no earth no horn. get a bit of sand paper and sand off the area where the contact is made, until its shinny metal then bolt it back up and try it.
If not that then check the wire connections to the horn and the wiring as far back as you can go see if any of it has been melted by something else, Common!!
Horns need a lot of power to make then function so if they dont have a good contact they just wont work,

I had this "problem" but there wasn't anything wrong with the car - it was just my driving...
The steering is just sensitive and "sporty" - try driving with a much lighter hand - even one hand, lower on the wheel. I now find the steering great and its actually very responsive.
It took 3 visits to Toyota before someone finally explained this to me but it works. People kept explaining that it "drives like a Corolla" but couldn't tell me how to drive it better.
Mind you the car is still horrible on windy days but I don't have same issues in normal highway driving.
A year ago I was actually renting cars for road trips instead of driving my 09 Corolla S I was that freaked out about the steering but I'm now completely comfortable driving the car. I do have to warn everyone that drives my car on the highway though...they never believe me at first but always concede that I'm right and that a light hand makes a huge difference.
REMOVAL & INSTALLATION
The steering lock/ignition switch/warning buzzer switch assembly is attached to the steering column by special bolts whose heads shear off upon installation. The bolts must be drilled out to remove the assembly or be removed with an appropriate tool. The bolts may also be removed with a hammer and chisel by notching the bolts and tapping them counterclockwise with the hammer and chisel.
The ignition switch or warning switch can be replaced without removing the steering lock assembly. The ignition switch is on the back of the assembly and the warning switch is on the side.
CAUTION
The models covered by this guide may be equipped with a Supplemental Restraint System (SRS), which uses an air bag. Whenever working near any of the SRS components, such as the impact sensors, the air bag module, steering column and instrument panel, disable the SRS, as described in Chassis Electrical .

airbag? just unplug it from the back, disconnect the battery though, lol. then unscrew it, be careful but, and take it off =)
Yep, good old airbag......Supplemental Restraint System! Last car I took the steering wheel off was made in 1979! Much less fuss.......
