Was any work just done to this car? Timing belt? It is rare that these pumps go bad but I have seen a few shell out. If you are not familiar with the ALH diesel engine I would not try to replace it. You should take it to a shop that specializes in VW's.

When there is acceleration problems with diesels it is because there is low torque occurring in that particular rpm range. ( incorrect fuel metering) If you have verified that the turbo is operational then it will be a governor problem in the fuel pump or worn out pump. If it is a common rail diesel the run the fault codes or have an accredited diesel specialist shop check the program in the CPU ( may be corrupted). Blocked or faulty filters will give an indication under heavy load when there is maximum fuel flow required. If it is a rotary pump or in line pump I would be taking it to an accredited diesel specialist and have it properly assessed.
FOR TDI ENGINES WHICH IS TURBO DIESEL INJECTION. THE FUEL SYSTEM CONSISTS OF FUEL INJECTION PUMP WHICH DRAW FUEL FROM FUEL TANK THROUGH A FUEL FILTER NO OTHER FUEL PUMP IS USED. YOUR FUEL INJECTION PUMP HAS A ELECTRIC FUEL PUMP BUILT INSIDE INJECTION PUMP ITSELF YOU DONT HAVE TO DROP FUEL TANK.FUEL PUMP IS UNDER THE HOOD.YOUR FUEL INJECTION PUMP IS THE FUEL SUPPLY PUMP.
YEP A BLOCKED FUEL LINE AND FILTER WILL CAUSE LOW POWER AND BLACK SMOKE UNDER LOAD.ALSO RESTRICTED AIRFLOW DUE TO DIRTY A AIR FILTER.IF REPLACING FUEL FILTER DONT HELP.YOU HAVE FAULTY FUEL INJECTION PUMP.AND PROBLEM IN TURBO WASTEGATE ACTUATOR.IT COULD BE BINDING.THE VOLKSWAGON DEALERSHIP HAS TO FIX CAR.
Please clarify the "loosing power" does it lose power and shut down or does it loose power but will idle? Your Cummins is electronically controlled so oil condition is important, fuel leaks, oil leaks, leaks in the air ducting between the turbo and the intake, sensors, water in the fuel. Do you get an engine light when this trouble happens? Dodge uses a lift pump to carry fuel to the the injection pump, is it working?
If it has glow plugs or an intake heater you will need to disable the circuit. Then you can use a small amount of ether to spray into the air cleaner.!!! If you spray too much and/or Dont disable the circuits you can damage the motor!!! When you spray the ether, if the engine starts and stalls then its not getting fuel. This could be related to the fuel pump, injection pump, the fuel system loosing its prime(fuel line leak), fuel shut-off valve or solenoid. If it doesn't start then it could be related to your timing, valves or maybe compression.
