Turn signal will not ''flash'' on /off-cops pulled me over about it

1991 plymouth acclaim-turn signal ''light'' on dash lights up, but stays on--I changed the turn signal fuse:no effect. Both front & rear light bulbs light up-they are not ''burnt'' out--should I change both bulbs anyway?-will that correct problem? I don't want to be pulled over by the police anymore for turn signal not flashing.

The problem is most likely not a bulb and certainly not a fuse but the 'flasher'. The flasher is located under the driver's side A/C duct above the fuse box. It just plugs in so you shouldn't need any tools.

Try replacing light bulbs and flasher which may correct the turn signals. Check all fuses, however as for the speedometer, the plastic clogs or wheels have run their course, If you intend to replace these, suggest you purchase a repair manual for your vehicle.
