1986 Mercury grand Marquis cutting out when slowing down nearly impossible to start. Oil changed, new air filter, new plugs and wires, new fuel filter...?

I had an experience with a 1984 T-Bird with a 302. The 1986 may have the same system. With that car there was a temperature sensor that affected the idle speed once the car was close to warming up.
With even later models there is a "cold start sequence" which is an electronic way of replacing the ancient choke. The "cold" feature set the fuel mix and the RPM and made starts easier. Now you did not say if the starting problem was when hot or cold or both.

The poor performance when slowing down can be related to the idle rpm being set too low once the thermal switch cuts out. What happens is someone tunes the engine for a rpm that may be correct for the car, but the thermal switch has not dropped the rpm yet. Then when the car really heats up, the idle drops even lower and when you take off your foot from the throttle, the throttle closes too much and the engine cuts out when you are slowing.

Put in a new thermostat. The idle settings can not be set until the thermal switches activate to a run position. Also you may have some vacuum lines crossed which are making the cold and hot cycles reverse. There should be a label with vacuum line routing shown stuck on a part that holds the radiator.

Jeep wrangler high beams wont work

sounds like you need a schematic. ?
evah see this.
http://www.jeep4x4center.com/knowledge-base/index.htm?utm_source=cj#service

see WIRING?
see HL?
see 8w-50
its all there.
use a voltmeter to find the point of lost power.

did you say the flash work but highs dont??
if switch pos, 2 works and 3 dont, the switch is bad
if spich pos 3 works and 2 dont, same.
see? they use the same power sources, and same lamp path

My 03 wrangler will not rev past 3,500 rpm

Do you have a trouble code for the throttle position sensor ?
If you have normal fuel pressure, the TPS would be the next thing to check. Problem could be in the harness between the sensor and the computer too.

Over reving on start up

make sure all the connectors are on the throttle body and nothing is binding. Jeeps have a service bullitin about something like this. Try removing the IAC and clean the pintal area or replace the IAC. I have a 93 wrangler and I have had this happen to me. I cleaned it and it worked. Try disconnecting the battery for a few minutes then try it again. This will reset the IAC to MIN. If this allows it to start at a lower RPM then you Isolated the problem. Try tappping on the IAC also. It may be sticking. Either way if anything make a difference then you will prabable need An IAC.Make sure you have no vacuum leaks anywhere. A vacuum leak will hold the idle higher also and the computer will close the IAC as far as possible to compensate.

Heres why you have a high RPM
When you start the car if you have a stuck open IAC or vacuum hose leak the O2 sensor will see this extra air and add fuel to compensate to maintaim a 14.7 to 1 ratio but also the computer will see your foot is off the gas and the throttle position switch is closed. Under this condition the computer will want a precalibrated RPM which is between 660 to about 750 rpm +or- some. It will close the IAC till it reaches this level.

Describe your 1997 Jeep Wrangler 1997 jeep wrangler 4 cyl idle fluctuates 900 rpm to 400 rpm after warmup no service engine light but check guages light comes on momentarily when rpm gets low and oil press...

The check gauges light is normal because at 400 rpm it isn't running fast enough to build sufficient oil pressure. I am guessing maybe a vaccum leak???
