Hard starting Ford Diesel

I have a hard starting ford diesel with the naturally aspirated 7.3L. I replaced the controller on the back of the block and all the glowplugs that were not working. Even plugged in with a block heater, pan heater it really does not want to start, even at temps around +20F. The truck only has 137K miles. I have an old 6.9 Diesel with 265K that still starts like a dream. Any ideas on what else it could be?

Did you check the new glowplugs? Also does the controller cycle the plugs and how long does the wait to start light stay on.

I have a 1994 450 super duty dump truck. and it wont start unless it is very warm out! I am think it is either the glow plug relay or the glow plus it self. I need to know how you check both to see witch one is the problem? And where and how do you find the glow plugs in the truck. Thanks

HAd the same problem turned out to be the fuel tank selector vlv not sealing off m/t tank on return line so when truck sat cold fuel would drain off injectors making me reprime injectors (airbound)
found this by dumb luck I got a hole punched in front tank (muddin )so I removed it and ran off back tank I observed fuel draining out unhooked return line next morning
replaced valve (and tank) problem went away
Disected old vlv (broken O-Ring)

by the way quick way to ck glow plugs ,What's your voltmeter on your dash doing when wait to start just goes out -If it's bouncing There workin

Wont start back after refueling?

your not mentioning if this is gas or diesel allthough im hoping it's a diesel being a f350 (gas is not so practical at this size truck)
anyway if it's a diesel and you have a hot hard to start problem it's most surely your injectors getting stuck open and draining off your fuel pressure it only takes one stuck open to drain off all pressure but a 91 should have em all replaced at same time any good diesel mechanic would know how to confirm this with a few simple tests
