Having removed said plastic panels it is still extremely awkward to align the lamp and securing clip. I cannot believe how badly designed this item is. What should only take a matter of a few minutes can take much longer with an associated risk of damaging the replacement bulb. Come on Toyota, surely you can do better than this.

You need to remove the plastic panels that are over the top of the headlamps to access the backside of the headlamp assemblies to change the dipped (low) beam bulbs.

My brake light is out on the drivers side of my 1999 Toyota Celica GT. My husband cannot seem to get his hands on the bulb for extraction. What is he doing wrong? He is coming from the trunk door opening...

I think you should see screws inside the trunk and on the back of your tail light then unscrew them and you'll be able to get the whole tail light out and then you can take the bulb out by turning the bulb cover. Good luck
