Remarkably, this problem is often associated with a faulty brake light switch down at the pedal! It happens on my '97 Sharan from time to time and a tap on the brake pedal with my left foot stopped the glow plug light flashing.
You may need to replace the switch; but I would suggest checking the connecting wires down there first - and get someone to tell you if your brake lights come on when you press the pedal.

Hi this can be the engine management light too, the car is telling you there is a problem somewhere, have the car put on a diagnostics reader, Hope this helps
check these 3 things 1. it could be a defective glow plug 2. it could be a defective glow plug harness 3. it could be a defective coolant pre-heat heater glow plugs there are 3 of these located at the coolant inlet top of engine. You'll need a good dvm to check these out, also good to have vag-com scan tool software plugged into the service port for on board scan of the ecm.
