Here's a trick I used once...You need to get a wire coat hanger, straighten it out and bend a loop on one end. Lay on your back and fish the wire up to the end where the cable attaches to the hood release. It might take a couple of tries but hook that part and give it a hard pull. That should open the hood ! ! !
the Best thing to do is remove the cable and try to unwind the outter cable if you get lucky with unwinding the cable then with a pair of small vise grips grab the center cable and pull, if it pops loose open the hood and buy a new cable. If this is the only car you have to drive be sure you use a chain and bolt to hold it down while you drive it to the parts store to buy new cable. You will Have to buy from the Dealer or from a wrecking yard. If you can't get the cable loose from inside the cab you will need a pair of long needle nose plyers to reach threw the grill and pull on the release cable. good luck hope this helps. You might find a mechanic that has the tools to do it for a reasonable amount.
if it broke at the dash, cut the cable housing down to get to the cable and pull on it with pliers, if it broke at the latch you can still open it you will need two long skinny screwdrivers and patients
have someone pull the release while you push down/lift up on the hood. If you get it open , put a bit of grease on the latch mechanism , and check the allignment of the pin that is mounted on the hood.
if it is broken at the handle you should be able to grasp the cable with pliers to pull it otherwise you will have to go out front of truck and the best way i found requires long arms, but you would have to use a flashlight and slide under front bumper and look upward to find cable/latch assembly. You may be able to do it through the grill but if cant see it through the grill under neath.if you in front of truck pull latch to right and it will release.
I think you should be able to get your hood open if you can get your hand up to it, I think that you can actually trigger the latch at the actual cable connection lever to get it open. Replacing the cable is a piece of cake. Remove the old on inside and remove your latch and disconnect the cable from it just goes in a groove, pull your old on out but attach a long piece of soft wire pull the cable out from inside the car. You may have to help to get it through the fire wall. after you remove it, attach the wire that you pulled through and tie it securely to the new cable, have some one help you and slowly work the cable back through and route it back the same way the old one was, reconnect to our latch and install latch exactly in the same place it was when you removed it, you should be able to tell by where the old bolts had been . Hope this helps you! God Bless, and Merry Christmas!
