This should help. Just have your radio code before pulling it out or cutting battery power from the car, it will go to SAFE mode.

I really wish I could see the guide but it is too small and it blur's when you try to zoom in and see.

1999 Beetle: cabin air filter 1999 beetle replace...

You will need to slide the center hump on dash directly above radio and vents backwards towards the widshield. You will notice a crease where the actual part containing vents meets the center hump that is just one piece itself. It should open up giving you access to the right side (passenger side) dash panel that has 5 or 6 screws (they are hex) that need to be removed. You will find the Cabin air filter under this panel after removing screws. it pulls out easily and the new one just sits back in place. Replace the screws and then align and slide the center hump back towards the back of car to lock into place. Relatively easy thing to do..

Trying to remove driver side axel or cv joint on a 2000 beetle need help?

I hope you have all the tools required like the impact gun to remove the 30mm center nut, Don't roll the car without a center nut or you will ruin the wheel bearing. I'd suggest either join a VW forum like VWVortex
or buy a hard copy or DVD Bentley's factory manual so you'll also have the torque specs for the fasteners when you button it up.
