The fuse box for that fuse would be located behind the drivers side kick panel. its a 7.5 amp fuse that allows things like the heater fan, overdrive, seat belts and gauges to function. I had the same problem and checked the fuses visually - not a good idea since it did not blow in the middle. took me a while, but i finally used and ohm meter and found it. Hope this helps out.

That is a contact, you must test the wirings starting from fuse box to window cotrols, then motor, behind dooor panel, and on the other way you test wirings from fuse box to ECU (computer). If you do not find anything wrong then computer module may be faulty, test the ECU eith a scanner or a code reader and eventually replace it.
The blower fan is powered by a 30 amp circuit breaker.Its in the box at the pass kick panel. Is it getting power through it? The blower relay is powered through the GAUGE fuse 7.5 amp. Check ALL the fuses. There is a 30 amp fuse that powers the ign switch also. If you get the blower working I think everything else will work.
