Question about 1999 BMW 323 Series
Hey man, i had the same problem with my 325i (clankins sound on cold start-up) i took it to the dealership to have a look they diagnosed it wrong telling me a pulley is cracked and quoted me a ridiculous amount to fix it so, i decided to have a look 4 myself and i found that a pulley was loose the pulley looks similar to that of a cog of a bike it has 1 bolt in the center, that bolt was loose so all i did was tighten it and it solved the clanking sound , give it a shot it might work for you.

Its very likely your water pump. But I would recommend you start by flushing the coolant in your engine, add some coolant flush to the coolant before you flush it. Make sure the coolant flush is compliant with your engine type. I would advise changing your thermostat as well. This has in many cases resolved your type of problem.
