You need some basic testing done, does the fuel injector work and have an equal delivery of fuel compared to the other injectors? Does the cylinder have good compression and is not any lower than 5% of the highest reading cylinder on a compression test? Test twice buy parts once, that is my moto. You need some basic testing done, does the fuel injector work and have an equal delivery of fuel compared to the other injectors? I can provide a source for the wiring diagrams, hopefully the needed diagrams will be in there, if not you will need to buy a factory service manual set. Here is the link: http://bbbind.com/free_tsb.html
check the number 10 fuse should be a 15a but it says open in th emanual but it was not on mine see link http://dorisong.com/poolsideinsouthcove/1999-jeep-grand-cherokee-laredo-fuse-diagram-20.jpg
I'm not sure they have vehicle specific parasitic draw tests, but I've heard that it should never exceed 0.2amps but I also think I've heard 0.5amps somewhere else. The modules and lights must be off when checking these things too which I'm sure you know (the door can't be open to pull fuses inside).
