VW Beetle door won't open

My drivers side door won't open from the inside or outside.
When you try to open it from the inside the lock rod raises up on the first pull but the door won't open on the second (as it normally would.)
I can't remove the lock barrel or the door liner as the door is locked closed.
I am guessing there is something broken in the latch or lock but I can't access the parts to check them.
It is the base model and doesn't have electronic locking - only manual locking using the key.

Any suggestions??
