The vibration and rubbing may be separate issues. There could be many causes for vibration, ranging from low fluid, sticky rack valves, etc., to the tires simply grapping and releasing on the pavement. If it only does it under heavy use, such as when standing still and turning alot, then I suggest not doing that. It is hard on a car to turn the steering wheel when the car is not moving.

Try holding your steering wheel hard to the left as you try to turn the key. If this doesnt work try holding it to the right doing the same thing. Something happened to where the steering wheel lock engaged and that will prevent you from using the ignition key. Try this

Unless the vehicle has just a tremendous amount of sloppiness in the steering wheel or the ignition switch. It may just be in a bind and need a little more pressure than normal to allow you to unlock it. It may even take the help of a friend if it's in a bind or the steering is locked with the wheels turned severely one direction or the other. Have a friend grab the steering wheel and pull it down hard to the left or right while you try to turn the key. I mean a hard steady pull, not a quick ****. If it still doesn't release you most likely have an internal problem with the locking mechanism or the ignition switch itself.

There are a number of problem mentioned on the internet about brake problems and brake calipers seizing up. Smoke and smell from the right front wheel might lead a person to believe there is the best place to start looking.

The key on my 2003 hyundai 35oxg will not turn.

it has a anti theft locking steering wheel column you have to put the key in then turn the string wheel to the left or right hard and while still holding the steering wheel turn the key. and next time fyi if you turn the steering wheel after the key is not in the ignition it will lock to prevent theft.

Replace the power steering pump should fix it. Have seen both failed pump and steering racks cause this problem.

Ignition key will not turn...It's in the lock position and the car is in park. 2004 Hyundai Elantra

Wayneard is correct. with one hand on the ignition key try to turn the key towards start. With your other hand hold the steering wheel and turn slightly in either direction. This will take the locking pressure off the ignition cylinder. To prevent this from re-occuring be sure steering wheel is in a straight position before removing key from cylinder. Then be sure not to use steering wheel as a lifting point to get out of the car. If you do the wheel will move into a locked position, which is what you are experiencing now. Keep me posted
