Hi Mary ANN , need some clarification ,the fuse's for all these thing's you have listed , the tail lights, hazard, headlights, blinkers, cruise, brake lights, coolant fans are good ? If good what makes you think you have a short ? Explain ! Are these thing's not working ? That wouldn't mean you have a short . You could have a bad ignition switch !

Turn signals wont work but flasher an lights come on

If the hazard flasher is working but the turn signals aren't, the problem is most likely either fuse A11 or the #2 relay in the trunk fuse block. However, if these check out, the problem could be either the turn/hazard switch assembly or the turn flasher module.

If both the turn signals and hazard flasher are not working, the most likely problem is the turn/hazard switch assembly.

Turn signals and hazards wont work on my 1990 Deville fuse is fine. what next?

It sounds to me that your turn directional switch located behind the steering wheel has failed (was a common problem in those years) If you have an airbag in the wheel then the switch is called a clock spring. To test unplug the connector under the dash going to the switch and plug in a new switch. and manually turn the new switch back and forth to see if systems work.

There is a fuse box located on the passenger side-but no diagram.not sure what these fuses are for. cadillac deville 1989

The turn signal flasher is located under the dash to the right of the steering column on most models. The hazard flasher is under the dash, to the left of the steering column. On 1980 and later models, both the turn signal flasher and the hazard flasher are located at the lower left hand and the upper right hand corners of the fuse block respectively. There is an inline fuse for the underhood/spotlamp circuit. The fuse box is marked to indicate fuse size and the circuit(s) protected.
