SOURCE: bad missing in motor on 2001vw beetle
If it is a 1.8 turbo the plugs are under the coil packs on top of the engine. A regular spark plug wrench will fit them. They are down in the block about six inches. They are easy to change. I changed them in about 30 min. The coil packs are held on by 2 torx screws.

Push the center piece, on the dash, forward until it unsnaps and exposes the screws for the passenger side piece. Take the piece off and you will see the filter bracket down in the dash. Remove the filter and replace with new one.

With the intake where it is this can be verry hard. You may have to pull the intake manifole to get it done. I can pull 1,3,4 but 2 is a problem. Check with a good auto parts store many times they have people with mechanical skills and loaner tools.
