I won't insult you by asking if you've changed the bulbs in the rear sockets with the proper GM-numbered bulbs (no "Made in China" junk substitutes).
Identify the tail-lamp wire from the tail-lamp sockets, and trace it back to fuse block. Truck this age, my guess is you may have rat/squirrel damage to a wire. Don't know why, but varmints love to chew wires. IF the parking lamps up front work, it isn't a fuse, is why I suggest looking for a broken wire--chances are poor that you have 2 bad lamp sockets in rear.
Well I doubt it is a ground problem since the lights are grounded at the sockets. It sounds like a switch problem but you say it is a new GM switch. I am posting the original wiring diagram in case its a wiring problem. You should have power in and out for each light without the hazard switch being involved. The two switches should work independent of each other.

upward on black cover above headlamp assy. (marked pull here for
headlamp service) you will then see on the front side a large bolt above
the lamp assembly that holds it to the front of the car.
it is a 10MM socket you will then need to remove a similar bolt on the
top and bottom on the center front of the car where the assembly bolts
up to the sheet metal. on the corner near the cornering lamp is a star
shaped head bolt. (looks like star of david) you will need another
small metric socket to remove this. this will free up the cornering lamp
from the headlamp assembly. gently pull forward and away from headlamp
assembly. remove both light pig tails by gently twisting on pigtails.
you will then see 2 nuts which are also 10mm remove these and gently
pull forward on entire headlamp assembly. you will need needle nose
pliers to compress the head of plastic retaining tabs on headlight and
signal light pig tails where they are held into the headlamp assembly.
gently twist hi-low beam sockets free of the headlamp assembly then do
like wise with the signal lamps.
to install reverse procedure as above.
note: the side with the cornering lamp has a tab that must fit back into
tab-hole in front sheet metal of the front fender.
Make sure you wired the correct wires to the new socket/pigtail. Use a multimeter or test light and check for power/ground at the pigtail. If you don't have anything, follow the wires back until you have a known good ground/power and look for obvious breaks between the pigtail and good wire.

I see this a lot at the autoparts store I work at....
Go to your local parts store and inquire about a backup light switch. Be specific though because there is also a backup/neutral safety switch (for manual vehichles) this is not the part you want.
In most cases you will have power at the pigtail but when put in reverse the switch will not function properly and actually cut power to the lights. I offer no garanty that this will solve your problem, it is just an issue I see often and is typically the solution.
FYI: I sell 100 bulbs a day and can tell you that in a lot of cases (GM cars especially) depending on which factory your car came out of they could have used different pigtails (sockets) which require different bulbs, try one of each bulb number in the original socket and see which one fits, that one will be correct (there should also be print at the bottom of the old bulb with the correct part number on it (ignore any letters they dont mean anything).
