My car was stolen with the keys, they took the keys and I got the car back. The alarm is activated so I cant start the car without spending over 150 bucks to get a new remote. Plus I cant start the car to get it to the dealers. Any ideas

It's not your alarm,it's your ignition switch which is about 250.00 then your truck will start fine. I chased that same issue around for two years and finally changed out the ignition switch not the key assembly but the wiring harness in the steering column.
if u can't disarm it with the door key then the system has developed a hard fault and is falsely sensing the car is being stolen, u will need to have the security system scanned by the dealer to determine what is causing the false activation.
Chances are your alarm ystem is aftermarket as well and may have been wired to incapacitate the vehicle in the event it was carjacked or stolen. I would suggest if you dont need this feature, which I doubt you do on a 1996 chevy suburban, Id get it all removed. Sometimes these things when installed improperly can cause alot of upset with the electrical wiring systems in cars and trucks and eventually cause you to have issues later on down the road with your systems such as needing to replace voltage regulators, and starters and other electrical components.
Id recommend removing the security system. Go to someone reputable, who can more then likely figure the mess out. I had mine disabled immediately when I bought my vehicle.because I had issues similar to this with my Mustang which was carjacked once and stolen 4 times, and the cost of getting it "restarted" and fixed got to be to darn much. And mind you that was at least a decade ago.
