Maybe something wrong with cigar lighter socket? The top wire is voltage, bottom is ground for cigar lighter. If the voltage circuit was shorted to ground, it would blow the fuse w/o anything plugged in. If the component your plugging into the cigar lighter is drawing too much, it will blow the fuse.
1. Check the fuse #41 in the cab fuse panel. If you did not get an owners manual with your truck ( purchased used ), you can download one from Ford : https://www.fleet.ford.com/maintenance/owners_manuals/default.asp
2. Are you using a device ( MP3 player, GPS, etc ) to test that it is not working, or a meter ? - Could be the fuse in the tip of the DC adapter for the device is blown.

Look in your manual for the Power Distribution Box reference in Roadside Emergencies. It should be located under the hood on the driver's side. My 2002 Explorer has two power points on the center console and the 20A fuses in the Power Distribution Box for them are number 7 and number 9. They cost $3.99 each at AutoZone. The cigar lighter fuse under the dash is unrelated.
