That is the vent hose for the front axel diff. it attaches to frame crossmember above axel, it dosnt plug on to anything, it is an open vent.

I have 31x10.5x15 tires on the rear and stock 15in tires on the front of a 96 Jeep Grand Cherokee. The front end is trying to lock in 4 wheel low. Is it because of the different size tires? Can I disable...

Tire size is critical on any jeep but especially so on ones with quadratrac transfer cases. If you run different size tires it will cause the fluid coupler inside the case to overheat and fail. (big$ to repair)
Don't drive it that way and get a matching set of tires on there asap!!!

Transfer case

It should be going to the nearest vacuum source. If it has come loose, look for the end of the hose. Once you have located the end, look in that general area, you should see a male end where that end of the hose can be reconnected.

Jeep wont shift right

No, it is for the speedometer only. The cable that runs to the throttle from the transmission needs adjusted.

Transfer case? Front diff? HELP!!

Sounds like a transfer case problem. But I can't verify that from here. Coupler is inside the unit on the output shaft and needs teardown to get to it.
