Yes it is possible that the fuel filter is blocked, and should be replaced first as it is the easiest and least expensive. Also you want to check to make sure that the fuel pump is functioning. to do this have someone kneel down by the rear of the vehicle, near the fuel tank. Turn the ignition to the run position. (do not start). The other person will be listening for a whirring sound that should last a few seconds. That will be the fuel pump priming the system. If the pump can not be heard it needs to be replaced. And of course recharge your battery.
