Where can I find the settings for timing belt for a 1993 ford escort 4 door, 1.9

Could be if it is a tooth off, the ECM won't be able to fully compensate for the timing differential.

The "casing" is on the front of the Engine where all the Pulleys are.
I strongly suggest you buy a Haynes Manual or Chilton Manual available at most auto parts stores for around $20-$25.

FOR A 1.9L ENGINE. CANT SEND PIC, START BY PUTTING BELT OVER ALTERNATOR PULLY,THEN TO THE RIGHT OF POWER STEERING PUMP PULLY FROM THERE TO THE LEFT SIDE OF THE IDLER PULLY , THEN UNDER THE A/C COMPR PULLY AND UNDER THE CRANK PULLY RELEASE TENSION ON TENSIONER BELT GOS UNDER TENSIONER.

This is a big job. You would do best to get a repair manual-Hanyes repair manual.

If the blots threads are gone then probably the threads in the hole it goes into are gone also. You need to get a thread tap to run into the hole to create new threads and then get a replacement bolt to install into the newly tapped threads. Good luck. You can buy a good tap and die set that will have the thread tappers you will need to so this.

when was the last time you had a tuneup sparkplugs,wires fuel filter,drive belt and if over 60,000miles a new timing belt

may be a timing belt issue
