It is probably tucked up high and clipped out of the way of other wires.
Look for a silver fuse around the area of where you kneecap rides, behind the panel.
Try locating the 4-way (emergency) flasher by its sounds, since it will continue to work if your 2way is out, then try to find the other one --- I had a hard time finding my 2way and never did see the 4-way (I just heard it).
You may have to stand on your head but you'll find it.

Front seating area, passenger side, under dash, mounted behind glove compartment Application:
Hazard flasher .
signal flasher is located under dash drivers side left of steering collum , I gave you both just incase you ever need it .
There are 2 separate flasher relays. 1 for the turn signals and one for the hazards. I believe you have a bad flasher relay for the turn signals. The location of that is in the front seating area on the drivers side, under the dash on the drivers side of the steering column, mounted on support bracket. I provided a picture of what it should kind of look like although the picture I gave you is an aftermarket one so the color and such may be a little different but will look the same. Don't get it mixed up with the hazard relay which is located in the front seating area on the drivers side under the dash above the kick pane lmounted on top of the convenience. I am almost 100 percent sure the flasher and hazard relay are the same so if you want to just swap them out in order to have turn signals that should work. You won't have hazards however. I hope this helps you and good luck.
It sounds like the flasher relay is stuck closed. It is located under the left side of the dash, to the right side of the steering column. Try replacing that and double check if you recently replaced any bulbs that they have the correct base for the sockets. Sometimes the bulb might look right but the base is slightly different. The correct turn signal bulb for your vehicle is a 2057, and an EL12 or FL12 for the flasher relay.
there is not a flasher unit that controls each turn signal seperately...if the right side turn signals still function...then the left side has to have a front or rear bulb that is bad...there is a seperate flasher for the turn signals...and the 4-way flasher...both are located on the drivers side under the dash above the fuse-block...
I have a 94 Sonoma and to locate the turn signal flasher, inside, under dash, on left side is a plastic sound protector, mine had 3 screws holding it up, drop this down and straight in you will see a 1" round thing - this is the flasher.
The hazard/turn signal relay (flasher) is located on top the the under
dash fuse box. To replace the flasher, remove the fuse box retaining
bolts and locate the flasher at the right rear corner. Pull gently to
remove the flasher. Replace the one of like kind.
The fuse box is located under the left side of the dash. Additional
fuses are located in the fuse and relay box in the engine compartment.
Hope helped with this. remember rated this help, good luck.
The turn signal flasher is located under dash panel, right side of steering column.
The fuse panel is located on the left side of the instrument panel. To gain access to the panel, pivot access door downward. The hazard flasher is located under dash panel, left side of steering column. The turn signal flasher is located under dash panel, right side of steering column.
When you select left or right do any of the bulbs come on? If you select left check front and back left side if one of the bulbs did not come on the flasher will not work. Change the bulb that is out. Same with the right. If the fuse for the turn signal is good (check fuse or replace do not use visual, some appear to be good but are not).
The emergency flasher is different from the turn signal flasher. Look at manual for location of turn signal flasher. If you manually lift and lower turn signal control you may hear a clicking under the dash to locate the flasher.
