Question about 1992 Honda Accord
Could this be the EGR valve. The 02 sensor was replaced last year.
The EGR will not cause this issue, this sounds like the Catalytic Converter was not hot enough, another trick that worked for this kind of fail was a fresh oil change, make sure the engine is up to normal operating temp, which would be just short of 1/2 scale on the temp guage, if it runs cold replace the thermostat, I did smog tests for 30 years and these are the things I did to get cars like yours to pass given the test results you gave for the tailpipe.
