Re: 99 4-runner limited-power door locks dont lock, but...
I have found a ridiculous solution for this door lock issue. As many people have mentioned, it does involve the control panel under the driver side dash. I noticed that if I pushed the control panel/fusebox in while working the key fob and/or door lock switch, IT WORKED! So, my silly solution was to insert a t-ball (regulation size) between the fusebox/control panel and the paneling closest to the driver on the top side of the fusebox. IT WORKS!!
Re: 99 4-runner limited-power door locks dont lock, but...
THATS WHAT MY TRUCK DOES WHEN KEYS ARE IN IGNITION. WHEN NO KEY IS IN IT WILL LOCK AND STAY LOCKED. I WOULD SAY IF YOUR KEYS ARE OUT OF IGNITION AND THE PROBLEM IS STILL THERE THE SOLUTION TO THE PROBLEM WOULD BE TO CHANGE THE SWITCH THAT SENSES WHETER A KEY IS IN OR OUT OF THE IGNITION. IT SHOULD BE LOCATED ON THE IGNITION LOCK CYLINDER. SHOULD BE EASY...

I had exact problem Santa Fe 2007 2008 lock was stuck in locked position and door would not open from inside or out. All other doors would unlock with auto key remote. Carefully work the inside lock towards the open position as you lock and unlock the door with the remote. As you press unlock try to assist the lock to open. I did this a few times and the lock became free to the open position and all worked perfectly after this.
check door locks fuses and relays.if all is good and you cant operate door lock buttons manually problem could be in the generic electronic module.if door locks dont work from the remote battery could be dead in remote transmitter.try to reset door locks control module first obtain all remote transmitter.sit inside vechicle with all doors closed.switch ignition from off to on 8 times in 10 seconds. doors should lock then unlock.when this procedure works then press any button on any of the remote transmitter doors should lock and unlock.if all fails let dealership fix..

Your chevy uses two fuses for the system. The power lock actuators are on the 15 amp fuse inside the truck. The fuse for the switches (locks and mirrors) are under the hood. For 99 to 04 (I think those are the years) there is a TSB on replacing the 3 amp fuse under the hood with a 5 amp fuse because this is a well known problem of having these blow.
Your drivers side window is a different issue. If the rest are working your problem is in the motor or getting power to the motor. The wires that go from the body to the door often crack and break with the opening and closing of the door.
Sounds electrical/relay to me if you cannot lock by pressing the lock button on the door itself. Driver and passenger acting the same AND the remote all the same result point to only one culprit. Let me know how it goes and best of luck!
first make sure, that the batter is ok. You will need to have both remotes while doing this.
1: get in and lock the doors with the power door lock
2: insert the key into the ignitoin repeatedly IN and OUT 6 times in a row or just keep doing so, until the hazard flashers flash on the dash board (observe the dash board while inserting key)
3: after the hazadrs flash TURN key into the ACC position/not start.(dash will light up) DO NOT START
4: with the key in ACC position, hit lock button on the remote. That will program that remote.
5: to program the other remote simply unlock the door with the door lock switch and relock it with the swithc and hit the other remote button.
