It could be a voltage regulator. However, it should be inside the alternator itself, but if you had it reconditioned, then they "should have" replaced that. Please keep me updated on what happens with this situation. Good Luck

Looks like the same problem I had.
Mine 91 non turbo had the same high idle. I tried everything including new alternator and vacc controls that costed me big. Finally I took the fixing out of the shop to my hand and checked every single thing in engine bay. Amazingly to find out real simple things been giving me hard time.
To make it short, the gas throttle cable got stuck in transition box. Cleaned it with WD 40 and lubed and everything went back to zoom zoom.

Hope it ll help in your case,

Andrew

your timing should be set at 10 degrees with the TE1 and E1 pins jumped in the diagnostic connector located under the hood (should be set at idle speed)

Engine revving problem

Sounds like your idle speed is way too high, should be somewhere around 800-1200 rpms. I would check for vacuum leaks.

2003 MR2 will not idle

Possible throttle control motor failure. Possible Idle Air Control Valve failure.
Is the "Check Engine" light on? Hard to determine without more info. Sorry.
