. It went like this, turn radio on, when “code” is displayed push and hold “6” while pushing “power & volume” knobs at the same time. Let radio turn off while continuing to hold “6”. Turn radio back on by pushing both “power & volume” knobs at the same time. It worked on 98 V90.
#2 (JAPAN IMPORT)
-I emailed 2 Volvo Dealers and both replied 6666 is the code for all used Volvo imports from Japan, so I switched the ignition key to pos I for over 2.5 hours and "CODE" appeared, then pushed button 6 four times and the Radio swiched On. Problem solved.

-we altered the client access code input protocol by “rebooting” the stereo (turning it off and on using the combined volume/power input) and, at the same time, holding down the “stereo preset 6” button. The stereo then transitioned into the authenticated mode, allowing clients to listen to NPR without proving identity.

Contact your local dealership with your VIN number and they should be able to give you the code for the radio

If the display says "Off" the radio is locked from incorrect code input.
You need to leave the key in the accessory position with the radio on (display reads 'Off') for about two hours.
After that it should ask for he code again. You have three tries before it locks again.
Some radios are different, but typically you use the knob to adjust the numbers, push the knob in to move to the next number
