95 Accord is pre-obd 2 and will probably need dedicated Honda diagnostic equipment. There was no requirement at that time to use a standard connector or to place the connector within reach of the driver's seat as with obd 2.
Honda service information should provide more details or for simplicity ask your local Honda dealer to check the emission?
The simplest method would be to check the emissions the old-fashioned way - like it is still done in lots of places, by testing the emissions at the tailpipe with a suitable gasalyser...

Check all of the fuses. all of them and their in different fuse boxes located in many places in the car. If the car runs the computer is powered and working so the OBD connector has lost it's power or ground connection. the cigar light fuse is used many times and may be the one to check. If you use a test light you'll find one terminal of the connector lights the test light even with the key off and another comes hot ( lights the light) when you turn the key on. fuses are best tested with a test light as they can look good and be bad. ( see) the power with a light.

First the fault codes, U110C is No Fuel Level Bus Message U0155 is No Cluster Bus Message. Unfortunatly you have to be able to communicate with the instrument cluster with your scanner to diagnoise and I do not think an aftermarket scanner can do this.
that usually means that the fuse for the DLC port is blown. if you check your owners manual look for fuses labeled AUX, CIGAR, DATA, DLC. it is usually one of those that the DLC is fused through. i encounter this frequently as i do emissions inspections. check the fuses and you should find the culprit there!
