95 Plymputh Voyager, no start - when key is turned.
When I turn Key, nothing happens.... if I try again, 2-3 times, van
then starts ok, . This happens in with transmission in Park and
Neutral. I wiggled shift handle - same thing.
Battery is New. What could cause this?

From your description of the problem, I would suspect either the ignition switch itself is starting to fail (large heavy key rings hill help that along) or your starter relay on the fuse panel. You can swap the relay with another like relay on the board and see if the problem moves or just replace it.
I concur this is a power supply fault of some sort, insure your battery connections are maintained, meaning clean and good of contact, obtain a voltmeter and test the voltage at the battery contacts it should be about 12.5 or higher, turn the key on and try to start, noting the voltage, if it drops below 11 volts, there's your fault if not a poor ground from the battery and the frame of your vehicle may be faulty but boosting your vehicle from another sports battery fault
The way to approach this sreies of issues is to first remove the remote start/alarm from the equation and restore the vans electrical system back to original. Starter motor relay!

definitely sounds like starter relay tho.
if you disconnect the main wire from the starter and turn the key you will kear the relay clicking, find it and replace it...
should solve your problem.
Do you have any check engine lights on? Is your anti-theft light flashing? If so, put key in igniton, turn to on (NOT START) leave in on position for EXACTLY 10 MINUTES As SOON as theft light turns off, try to start.
