I had the same problem with a chevy 2000 S-10, P1870 code
I found a valve body on e bay. There a guy who sells them.
I paid 80.00 dollars for it

I had the same problem with a 1996 Camaro. GM service bulletin #01-07-30-023A. You will have to replace the valve body. Will cost around $600.00 to fix. The condition is due to wear in the bore that contains the TCC isolator valve, causes poor are no torque converter lockup
