Your battery is very low, enough to light the dash but not to start the engine. Get your self a volt meter that plugs into the cigarette lighter (any good auto store have them). You can now see the voltage of your battery. If it is less than 10 volts, then it will need to be charged/jump started. If the battery is good with 12 volts, then check the ground cable for a good contact to frame and check that the cables are secure on the battery.
Your battery is probably bad. There may be enough power to light the dash and run some other electrical bits but the starter requires a lot of voltage. Try jumpstarting the car, if it starts then it's your battery that is drained. If it's more than 8 years old it should probably be replaced.
IT costs nothing to have a load test done on the battery to check for a dead cell which your problems point to. While the engine is running the alternator will be handling the power requirement but the battery will not supply the power required to start.
I would suspect corroded connections at the battery or the battery needs replacing. It takes very little voltage to run the battery and dash lights, but lots more to run everything else. Remove the battery, clean the connections, and then charge the battery. Take the battery to an auto parts store and have it tested.
