Question about 1999 Jeep Cherokee 4WD
I had the same symptoms and this was what I had going. But I think other things could cause the same trouble. Like a plugged radiator. But for me.....
I had the same problem after I replaced a water pump. Turns out the new water pump went faulty with in one month. It made no sounds and had no leaks. Plastic impeller broke off shaft and it would not pump water. The over flow would start to fill up almost immediately and the upper hose would get really hard. I removed the thermostat to rule out a bad thermostat and while it was removed I turned the motor over with out the upper hose attached. I found no water was being pumped. My solution was a new water pump. Not the cheapest one either. What a head ache my car was out of commission for 2 months. Good luck

How long as the radiator cap been on the car? If it is from the factory, replace it with a new cap and see if that helps.
