More likely the battery, try starting the car with no electrics running (interior light, fans, wipers etc.) when it fires rev it up a few times and let it idle for a bit before pulling away if it runs fine after this you can use you electrics as normal . if its an auto pull away slowly if its a manual pull away with more revs than normal but very slowly engage the clutch.
That is a bad battery. It no longer has the cranking amps needed to crank the engine over normally. The power the car uses from the battery to maintain the memory for its electronics is using the very little energy it has over the next few days. A good battery can maintain the electronics for weeks to months typically.
Make sure the battery doesn't have a dead cell or is over two years old first. Then depending on usage I would definately think about getting a new starter. I would suspect your battery first, due to the cold weather corrolation.
Does it run rough when stalling at 1000rpm or does it seem like the rev limiter is taking over (just revs and stope). If running and just stopping you man wanna have your ECU reflashed (common problem). If running rough you may have some other issues and need a diagnostic. Try going to your local auto parts store and having a code scan (its free) and see what codes if any are present.
The high speed setting on any blower bypasses the dropping resistor completely so I suspect you have a failing switch contact.
If you can access it, some 'contact cleaner' from an electronic supply outlet may help to restore its operation but generally, once a switch develops problems, it will fail again.
