The problem I posted earlier is on a 1996 Buick LeSabre.

There is a loud whining, which is rather high-pitched, coming from the passenger side, just behind the firewall under the hood. This noise is louder inside the car, and only stops when we remove the cable from the battery. As soon as the cable is put back on the battery, the whining starts again.

Two things it would be 1 your battery could be bad even if it is not
dead and will start your car it could have a bad cell
the other thing could be the belt is loose and not letting the alternator
spin fast to charge the battery so it slips on the belt but thats what the noise is the belt check the battery at autozone for free
and if thats not it its the belt

Jim, Remove passenger side kick panel to access the fuse box where horn fuse is located #3 fuse in your manual, box fairly high up under dash. Horn relay under hood/engine compartment fire wall.

Loud brake noise in 97 buick lesabre

When you had the drums off, did you inspect the shoes for excessive wear? And How do the drums look? Are they grooved? Can you be more specific about the loud noise. Does it sound like a grinding noise, or a screeching or pulsating noise. Is it lower pitch or high pitch?

Whining noise progressively gets louder with speed

One wheel turning faster than the other is normal if both wheels are off the ground. If one wheel is dragging when the other wheel is on the ground, it could be brakes or a wheel hub bearing.
Usually if the noise happens on right turns, the left hub bearing is failing, and vice versa.

You sure the whine is coming from the tank? If it ran quieter before, but now loud, not much you can do but replace it or drive it till it does something else-like stop working.

Where is the fuse for a horn on a 1996 buick lesabre?

Check the position 25 (mini fuse) in the Engine Compartment Bussed Electrical Center (undehood, passenger side, front engine).

Sounds like a combination of a power steering pump (whine) AND the CV axle (loud clunk noise). Check the fluid level in the power steering pump. The pump is located on the passenger's side towards the firewall. Kind of hard to get at but unscrew the cover and there is a small/short dipstick there. See what it reads. Add Power Steering fluid (NOT transmission fluid, as needed. Don't overfill)
I'd get the "thumping noise" taken care of IMMEDIATELY. Could be a serious problem. Qualified front end shop should be able to diagnose and give you an estimate of cost. Last time I had one done it was about $300 parts and labor...

A 1996 Buick Lasabre is a front wheel drive (FWD) car, so the front of the motor is facing the front passenger side wheel of the car. That said, the power steering fluid reservoir should be close to the front passenger side wheel tower.
