Usally a coolant temperature sensor is the issue. Check to see if it's a green color one. Also using a VW scanner you can check to see if the gauge works and if your getting faults in the instrument cluster if you want to be sure.

my guess is a blown head gasket. I would do a compression test on all cylinders to be sure. these engines wont stand much high temperature running before blowing the head gasket. you can rent a compression tester from your local autoparts store usually for free.

if overheats, and trows water or steam, there you can think on the water pump or the thermostat, but you only have a signal problem, try replacing the tempeture sensor.

The temperature gauge is either at 90 or 0 is this a problem. It may not come on during a journey at all.

Replace the temperature sender placed on the cylinder head.

Problems on dash of car?

This a wild guess but it sure sounds like maybe the dash has come ungrounded somehow. Many dash instruments share a common ground to the frame of the car and all kinds of crazy things can happen if the connection goes bad. I have also seen a dash go nutty like that if the car's engine computer crashes. Turning off the car and back on "reboots" it.

Some cars have a second fuse box under the hood near the battery. See if your car doesn't have one of those.
