It is a buzzard but try using an offset short wrench. it will be time consuming

Just a new belt will suffice. Check the health of the tensioner though. Why did the belt come off?

Engine Belt tensioner or belt slack adjuster pulley froze up.This is on a 1999 town and country van.

Remove & lubricate with WD-40 for overnight in warm place. If no go--heat with a torch as long as its all metal. If no go--replace.

How do I get the TENSIONER to move,so i can replace the belt on a 1999 Chryster Town and Country?

I believe it is a 15mm wrench or if room allows rachet and socket that you will find in the middle of the tensioner a pry ...will only move one way. and thee you go. it's tight so be patient.

Describe your 1999 Chrysler Town & Country Problem, Belt replacement , cna't seem to get belt tensioner to move when trying to remove belt.

The belt tensioner actually has a locking feature on it. Once the tensioner is in place you are supposed to tighten the bolt center of the tensioner pully which locks in in place. Try loosening this bolt slightly and then moving the tensioner.

You need a very long extension, and a swivel with a long socket. You can get it from underneath that way.
