Re: 1994 geo tracker engine will not turn over
Check that the battery connections are tight and that there's no corrosion.
Check the fuse panel. The starter should have its own fuse. Check to see if its good.
If that checks out, check the connections to the starter. If they check out, and if it's a stick shift, the if the pinion is jammed you can put the car in second gear on level ground, release the parking brake and rock it vback and forth. This should dislodge a jammed pinion. Try starting again and see if this dislodges the starter motor.

If the lights drain the battery when the engine is running, then you have a bigger problem of the alternator not charging, not working. When the engine is running, the alternator supplies all the current to run the car's electrical systems, while also charging up the battery for the next start-up. If you know the alternator is good, then maybe a fuse or fusible link has blown, preventing the alternator from working. To check, put a voltmeter on the battery with engine running-it should show over 13.5 volts if the charging system is working. If the alternator is not putting out, the voltmeter will read same voltage on the battery as when the engine is not running. A fully charged battery should show "around" 12.6 volts. A discharged battery will show less than 12 volts. That should give you an idea of the range to look for on a voltmeter. I believe some parts stores will check the voltage for free. I know most stores will test the alternator and battery for free if brought into the store, but you need the voltage read while on the car and engine running. If the system is charging normally and the lights kill everything, you may have a short in the lighting system.
The power for the starter solenoid goes thru the key switch then thru a clutch switch before getting to the starter. You would need to check the key switch and clutch switch, also check the ground and battery cables. It takes about 10 times the power to crank as anything else.

If there is a dead cell then the dead battery will consume most of the power from the jumper so there may not be enough left for the starter and the ignition
to check for a power drain , install an amp meter i the battery to ground wire and see what current draw is occurring when everything is turned off
up to 1/2 amp indicates that the ECM is using power for the memory
up to 2 amps indicate a light on--glove box, boot , interior radio etc
more indicates a problem relay
DISCONNECT YOUR BATTERY AND RECONNECT, THIS SHOULD RESET THE BRAIN.
ALSO...WHEN YOU TURN THE KEY, LISTEN TO HEAR IF YOU CAN HEAR THE FUEL PUMP COME ON...IF NOT, GUESS WHAT? HOPEFULLY NOT!... BUT,YOU MAY NEED TO REPLACE THE FUEL PUMP, IF YOU CAN'T HEAR IT WHEN YOU TURN THE KEY, AFTER YOU'VE RESET THE BATTERY!
It's either a bad battery (low on charge) or a loose ground wire. If you are SURE that the battery has 12 volts (yes, even a low battery will run your lights, radio, door ajar chime, etc., but won't have enough to start the car). If the battery is fully charged and your volt meter shows 14.4 volts (fully charged battery reading), then it's a ground wire. There are two locations. The negative battery cable itself on the battery, and the location on the frame or engine where the cable connects to.If these are ok, check the positive cable connection on the starter.
Even though the lights work, the battery may still be just short on power to turn the motor over thus the clicking. Try charging the battery or jumping, if you still get a clicking it would be the starter solenoid. Considering the year you may just want to replace the whole starter.
