Where is the tdm located on a 94 3.8 park ave?

I'm pretty sure it is behind the glove box in your model. It was in my 95 LeSabre and still is in a 2000 Park Ave. You can find some good info on this page:

I have a 1994 buick park ave. that is not getting enough heat

follow the top radiator hose from the radiator to the engine, the spout the hose hooks to on the engine is the thermostat housing, you unbolt it, pull the old thermostat out, clean the joining surface of the thermo housing and the engine block of debri (old gasket) install new thermostat making sure the spring mechanism on thermostat is installed towards the engine, put the new gasket in place and reinstall the thermostat housing.
