The is a box under the hood on the right side and there are plugs in it the plug in the front is a 3 prong plug take it and replace it, it is like $7.00 or so it is just the plug that works like a battery for the pump. replace it and you will be fine I had the same problem and i fixed it and have had no problems after.

Your problem might also be bad wiring or a bad ground connection somewhere.
I'll post more info if I can think of anything else.

Did you change the fuel filter as well? could be using poor quality pumps? carter and airtex are notorious for early failure. maybe replace with original motorcraft or bosch

NEED TO REPLACE FUEL PUMP FOR 1996 fORD eXPLORER, V6 4.0. WHERE IS IT AND HOW DO I GET TO IT?

Great SUV, I have the same model; for Ford Ranger/Explorer/Mountaineer 1991-1999 check this procedure to Fuel Pump - REMOVAL & INSTALLATION...
(see Figures 1, 2 and 3)

To gain access to the fuel pump, it is necessary to remove the fuel tank.
  1. Depressurize the fuel system and remove the fuel tank from the vehicle.
  2. Remove any dirt that has accumulated around the fuel pump attaching flange, to prevent it from entering the tank during service.
  3. Turn the fuel pump locking ring counterclockwise using a locking ring removal tool and remove the locking ring.
  4. Remove the fuel pump and bracket assembly.
  5. Remove the seal gasket and discard it.
To install:
  1. Put a light coating of heavy grease on a new seal ring to hold it in place during assembly. Install it in fuel tank ring groove.

Fig. 3: Fuel pump and sending unit used on the Explorer and Mountaineer
  1. Insert the fuel pump assembly into the fuel tank, then secure it in place with the locking ring. Tighten the ring until secure.
  2. Install the tank in the vehicle.
  3. Install a minimum of 10 gallons of fuel and check for leaks.
  4. Install a pressure gauge on the throttle body valve and turn the ignition ON for 3 seconds. Turn the key OFF , then repeat the key cycle five to ten times until the pressure gauge shows at least 30 psi. Reinspect for leaks at the fittings.
  5. Remove the pressure gauge. Start the engine and check for fuel leaks.

Hope help with this; remember comment and rated this help. TY for using Fixya.

How to get to the fuel pump in a ford explorer

The fuel pump is mounted inside the fuel tank. Ford doesn't provide any sort of access "door" to get to the pump with the tank still installed in the vehicle. The tank will have to be removed to replace the pump.

I replaced the fuel pump on my 96 ford explorer and it still wont turn on

you have to disconnect 2 hoses going into the engine-battery-disconnect cbles that feed the fuel pump these are close-off the tank at the rear of the tank the fuel filler hose and vent hose loosen - the tapes that hold the tank and disconnecting a hose that goes on top of the tank and once released it can lower the tank and loosen the ring that holds the fuel pump

Check this link. Hope this helps:)

or
Go get an inline spark tester. (Harbor Freight 3 bucks) If there is spark in the plugs then it is probably the fuel pump. Check\replace the relay first. If that not it then your fuel pump is probably bad. If you know how you can check the fuel rail pressure with a gauge to see if the pump is working. You can try to listen for the pump. You have to listen real close. Get inside the vehicle (close the doors)and put your ear to the floor in the cargo area. Have someone turn the key to the second click right before starting it. You should here it pressurize the fuel lines. If you done hear this then your fuel pump is bad. I hope this helps.
