Question about 2000 Ford Ranger SuperCab
When the button is pressed on the arm rest, the locks move just slightly in lock or unlock position. the same when using remote. can lock with key no problem.
Somewhere between your lock solenoids and the battery, you have a resistance that is too high and you are losing some of the 12 volts you need.
You will probably need a service manual (from Chilton or Haynes) for the electrical diagrams so you can locate the various connectors and possibly fuses that need to be checked.
You should have a multimeter for this troubleshooting which you can buy for <$20 US at most electronic outlets.
In lieu of that you will have to pull any plugged connectors involved in that circuit and identify the fuse for that circuit so you can pull it and check for corrosion on the blades or in the mating connector.

Tips for a great answer:
Rotate the key from the center to the unlock position.
Press the horn button on the remote keyless entry transmitter.
Count the number of chimes that you hear. The number of chimes tells you which mode you have set.
Press the horn button again in order to change the mode. Continue to press the button until you hear the number of chimes that indicates the mode that you want.
Turn the key back to the center position and remove the key from the door key cylinder.
