To test your fan motor open the hood and test the tabs manually and bypass the climate controls. there is a ground and a power(purple wire IIRC) take some wires not too big and just jump those tabs. if it works then you have other problems. also check for rust or corrosion on these tabs. very common since its under the hood. clean tabs and connectors. if the motor is not working when your trying to jump the wires then you have a bad blower motor.

If you have a fan that has different speed settings (1234, or low med high etc) and the only one that works is high - then the blower resistor pack has failed. If you have a climate control unit (where you just pick a temp you want) then the fan is controlled by the heating system and it sets fan speed. If you have climate control style try lowering the temp to a lower setting (current temp in vehicle) and see if fan slows down. If not then climate control unit or fan resistor bad. If dial type and you get nothing on lower settings (only high works like mentioned above) you need to change blower resistor. It is located under dash near the fan itself. Look for small unit bolted in duct near fan with wire plug going to it.
sounds like the fan solenoid is stuck. or keep in mind when defroster is on or any climate control in this car the ac compressor will run .wich in turn will kick on the electrick fan .try it with the climate control completely off. let me know
I don't know the specifics of your car but one of my cars has two fans but one only operates when the A/C is switched on. I don't know what you are referring to with climate control diagnostic? That same car of mine almost gets too hot before it kicks on. Maybe someone with a car like yours could answer that.
its not a fuse i had the same problem on my 03 x5 it an ac resistor thats at fault it controls your fan once it goes your fan wont come on or comes on intermitently once again the faulty part is a blower motor resistor should be 100 bucs at dealer or if you shop around i got mine for 75 from local parts store (carquest)
I have the same problem on a 1988 lesaber Climate control and was told to change the climate control as the was the problem. A have the climate control but have a problem to take of the cover that covers the control and the radio. If any one can tell me how to remove it I will put in the new control and see if that will stope the fann.Thanks
