This is common, as you can not shut off the heat on these cars, my suggestion, set your heat control to medium, between hot and cold, to a comfortable temp. This is one of the things that stops alot of people from buying chryslers.

I bet you didn't remove your heater hoses where they connect to the engine to check to see if they are clogged with corrosion. This corrosion can also clog up your heater core.

I have a 98 ford windstar..heat doesnt work...will only blow cold air, but engine temp. stays normal, when i turn on heat it only blows at window vent..what can this be?

It could be your heating coil. It seems that your fan is running (at least to the outside vents). Since your temp. is fine there is probable not a problem with your coolant. As far as it not blowing through the vents in the middle couldn't tell you.

Air from heater not getting warm. At best, tepid. Is it probably the thermostat, and if so, how do you replace it?

if your temp gauge reads normal then it needs a new heater core
if it reads colder then normal then it needs thermastate
it is located on the upper radiator hose on motor

No Heat, fan blows cold air, car dosn't overheat and no smell from coolant

If the engine temp gauge reads like normal, then you either have a bad heater core, or the valve that feeds the engine coolant to the heater core is stuck shut. If the temp gauge seems to be on the cold side, or fluctuates from normal to cooler than normal and back, it may be your thermostat is stuck open.
