Ignition control module! It is located inside the distributor. I have a 1991 honda accord and honda had a recall on the control module. get your vin # nand call your local honda dealership and see if '99 had a recall too they will replace it free, if not mine cost $60

I would advise checking and replacing the shifter seat and bushings on the shifter. They are relatively inexpensive and can often cause the problems you are describing about it coming out of gear. One way to be sure that the bushings/seat is contributing to this is if the stick seems to be almost loose in the gear, and has any sort of play once engaged. Now as for the car itself stalling, that may just be an effect of the bushings, or a symptom of a more major problem in the transmission itself, but I would suggest simply replacing the bushings first and seeing if that fixes both problems before replacing other items.
