There are two fuses to check, both 15A. One is for the turn signal and the other is for the hazard lights. I think on the 2006 they are fuses 10 and 29 in the passenger compartment fuse box.
If both fuses are good you are possibly looking at either a faulty flasher relay stuck in the 'Off' position or a faulty turn signal switch. Sadly on the Town Car they didn't fit the flasher relay in any of the fuse boxes. It is mounted separately somewhere under the middle of the dash. I am not familiar with Lincoln cars So I would suggest you take it to a mechanic who does know that make and model.
First check the turn signal fuse under the dash if it is good you will need to replace the turn signal flasher which will be near or in the main fuse box or it could be in the high amp fuse box under the hood.
under the dash is a blinker solenoid. it constantly clicks when the turn signals are on. could be bad. Does the four way hazards work? if they do then it will be your turn signal switch (the handle you use to turn on the turn signals.) I've been a mechanic for 10 yrs. Hope this helps
The fuse for the turn signal may have blown but most likely the turn signal flasher needs replaced. It will look like a round or square box located in or near the fuse box.

Look in the fuse box and see if you have a turn signal flasher. When you
get the cover off the fuse box flip it over and look on the inside,find
the one for the turn signals. Replace it. When you get the cover off,you
can turn the key on,turn the turn signal on and hear it clicking. Replace
the relay.
Check the Fuse box loacted inside the hood. Look for the guidance on the top of the fuse box for locating trun signal fuses.
Check whether they are good. If not replace with correct rating fuse. If the problem is not solved still, wiring harness has to be checked as the bulbs & flashers are replaced already.
Fuse panel is located behind the instrument panel to the left of the steering column. There is also a fuse panel located on the left side of the engine compartment. Fuses #25 and #27 on the interior fuse panel are both associated with the turn signals.

I have seen once before that the fuse box was bad on a 2003 Dodge 3500. I had power in and nothing out. We had to replace the box. Not cheap! Hope it is simple like a loose connection though. I think I had to pull the inner fender on the drivers side to access the bottom of the fuse box. Pain in the ****, but...
