Check the fuse if you've changed the switch. 30 amp in position 44 (very bottom on the right) should be a green fuse. Fuse panel is behind a cover on the drivers side of the dashboard with the car door open. When you put the cover back on be carefull to align the three prongs that hold the cover in place with the slots that they go in.

DRiver's seat won't slide forward nor to the rear

on the 99 the front seats are identical. assuming there was little change in 2000 you unbolt both seats and move the passenger seat over to the driver side. while it is out, you set the sliders manually to be in the middle position and the passenger seat will be stuck there. If you can get light up inside there you will see a cable connector has released at one end meaning it will not release the dog to permit sliding so you may have to pull it manually with a vise grip in order to move the seat forward on the sliders to get at the bolt heads in the rear. unplug the battery before you unplug the seats.

Seems highly unlikely. I can imagine a possibility for a drain that might discharge he battery when the car is off, but your description suggests that you have determined that it is not charging rather than draining when turned off. You can rule out a drain in the seat heater by removing the fuse for the seat heater and see if the problem persists.
The software upgrade answer sounds Bogus.
There are a lot of good German car specialty shops out there. Check the Mechanics Files on the CarTalk web page or hook up with your local BMW owner's club, and find a good independent shop.

Where is the fuel filter on diesel

Under vehicle, passenger side, below rear seating area, mounted on frame rail in fuel line. Be sure to fill with diesel and then use the primer at the pump to bleed the system so as to not drain you battery while cranking or possibly destroy your starter.

Heater blows cold

Does temp gauge on dash show normal temp? If so problem is with the controls. If sytem cycles through normal controls IE, defroster, floor,bi-level and redirects air properly check to make sure door control is functional for heater core. If door is not opening then you will never get hot air

My driver side foot well gets wet

If this only occurs during heavy rain you have a problem with the drains around the bulkhead. Alternatively the heater matrix could be leaking. Check to make sure you are not loosing coolant from the engine. If you find you are constantly topping up the coolant then heater matrix is suspect.

Wet carpet under front Passenger seat

You have drain blockage in the condesor case itself. There is a small tube that will drain the condensor case, the big black plastic case that contains most of your a/c system inside the car. This case collects moisture and that must drain normally from the case drain to the outside of your car onto the ground.. If this drain is plugged, you will have leakage on to the floor. If the moisture is allowed to remain in the carpet, mildew will set in and then you will have to replace the carpet.

2000 Passat A/C condensation inside car

Pull up front passenger carpet and pad, remove glovebox, 6 or 7 screws in all and unplug lite. Black funnel drains from condensation pan into a flexable rubber boot. Boot is too soft a material for this drain so it squeezes closed not allowing for proper drainage. I have not figured out whether to extend the funnel with a rigid drain tube or pull it up further on the funnel and clap it hopefully opening up the blocked area. VW should have used rigid tubing all the way to the bottom of the car.
There is a transmission module under the carpet which sets in a valley where water collects because of this flaw. VW should recall and repair this if you ask me..
