Question about Chevrolet Tahoe
Turn the temp gauge down to a cool temp the air will blow at that temp. It blow with out the main unit on at a very low speed for fresh air. This is what I did with mine.

Probably the heater control valve in the engine compartment usually mounted to one of the heater hose , the valve is broken internally and allowing hot water to constantly flow into the heater core, i would first check this valve by replacing it or by-passing it.
