Do you know if there is gas in the carb ? 1982 and 1983 Honda Accord models use an electric pump. If there is no fuel in the carb you'll need to find out if the pump is working. Also make sure it is getting spark to the plugs.
I had this problem about 10 years ago on my 1983 Honda Accord so I traced the wiring and found the problem to be with the cable connector that is near the battery. I removed the battery and traced the cable from the alternator to the connector that is located near the bottom of the battery. I unplugged it and checked to see if all the pins were making good contact. Two of them (the main wires from the alternator output) were deteriorated to the point they actually melted part of the plastic plug. Since I wasn't working on a new car, I simply cut the wires from the connectors, stripped about 1/2 inch of the insulation and installed a large wire nut that made a very tight connection when I tightened the wire nut with pliers. I still drive the car every day and haven't had any more trouble with that issue. It would be a good idea to check all the wires in this connector since one of the smaller ones could be broken at the connector itself.
Sounds like you regulator points are staying closed, thus causing the no-charge condition as well as the severe drain on your battery. Check the fusable links, the ES1 and ES2 motors were famous for this in 82-85, but if they are fine, replace your alternator.
